Yes, and that&#039;s what eventually happened; the challenge at the time was that every key leadership position was missing the normal leader, so people were stepping into an unfamiliar role at all levels.  What really got things going for them was when the newly anointed senior leader called in the others who would be stepping up, oriented them and put them into action.  All it took was that initial organization to get the ball rolling.  That&#039;s part of the fun, seeing how just a few small actions can have such a significant effect on the team.]]></description>

					<description><![CDATA[I am not very familiar with how hierarchical Scouts is, but it would seem that whoever was the ranking scout would be expected to take charge, and if he happened to know nothing about how the particular event works, he would delegate his authority to deputies who would run their particular specialties and make suggestions but still report to the ranking scout. I know it (in theory) works like that in CAP. If no one is getting any thing done, you just look around at everyone&#039;s collars to determine who&#039;s in charge.]]></description>
