I think with intention and effort and introvert can function as an extrovert when the situation calls for it; the opposite is also probably true.  
Taking into account how the more vocal may dominate quieter people, the leader needs to be sure to solicit the input of everyone before making a decision.  In brainstorming, one technique is to take the first 10 minutes and have everyone think independently and write down their ideas; then a moderator can pull each one randomly for discussion by all - this is one way to avoid &quot;group think&quot; and ensure all ideas are heard.
